making posts public

Our rules currently state:

"Members shall not disclose the contents of posts in the private forum to non-members without the permission of the author."

I propose changing this to:

"Members shall not disclose the contents of posts in the private forum unless:  They get the permission of the author.  Or they post a request to make posts public and no one objects for one week."

I need this change so that I can rearrange the forums and move content out of the private forum.
